Anti- Ragging Cell-2023-2024

One of the important committees set up to maintain a sound and healthy environment while pursuing educational goals and objectives is the anti-ragging committee. The notice board and college website both feature the anti-ragging committee’s information. For the 2023–2024 academic year, the college’s Anti-ragging Committee was established in accordance with the directives of the Tamilnadu government, UGC, and the Honorable Supreme Court. The members of the committee are listed below; they will handle complaints about ragging and take appropriate action.

Objectives:

The committee will decide and finalize Anti Ragging Regulations for the institution, in accordance with the prevailing regulations of various statutory bodies.

To conduct Anti Ragging Committee meeting every month, or in case of any complaint registered as and when basis.
To ensure submission of undertaking in the prescribed format from the candidate concerned on anti-ragging at the time of admission.
To arrange to send letters to parents, and guardians of the students at the beginning of the academic year for the creation of awareness.
To suggest measures to tighten vigil against any act which constitutes ragging.
Measures for prevention of ragging so that freshers, senior students, and every members of the institute are made aware of the measures.
Measures for prohibition of ragging to eliminate the scourge of ragging as per the definition given in the relevant regulations, including the formation of the Anti-Ragging Squad, Mentoring Cell on ragging etc.

Ensuring that undertakings in the form of Affidavits by students, parents/guardians, and staff members of the institutes are taken.
Ensuring that the actions to be taken are as per the guidelines of the relevant regulations as laid down by the regulatory bodies.
Timely circulation of action taken report to the concerned authorities against Anti-Ragging in the institute.
To prevent and eliminate incidents of ragging within the college premises and hostels, as well as in the neighborhood.
To create a safe and supportive environment for students by strictly enforcing a zero-tolerance policy towards ragging.
To sensitize students about the harmful effects of ragging and the disciplinary actions that will be taken against offenders.
To promote a culture of respect, empathy, and camaraderie among students.

Functions/Responsibilities:

Disseminating information on the consequences of ragging through orientation and awareness programs.

Forming and deploying an anti-ragging squad to regularly monitor the campus, hostels, and neighborhood.

Implementing pre-emptive measures to prevent ragging incidents from occurring.

Investigating complaints related to ragging promptly and impartially.

Taking appropriate disciplinary actions against individuals found guilty of ragging, which may include expulsion, suspension, or legal action.

Publicizing the contact information of the committee members for easy reporting of incidents.

Periodically reviewing and updating the anti-ragging policy to ensure its effectiveness.

Steps Taken To Curb Ragging

Installation of CCTV Cameras:

CCTV Cameras were installed at vital spots in the campus to keep a check on the activities of the students in the college premises. The monitor installed in the principal’s office also helps to maintain a round-the-clock vigilance on any kind of unlawful activity by the students. More CCTV cameras were installed at vantage points in the hostel premises to ensure the safety of students.

Anti-ragging Undertaking

As per the instructions of the government, Anti-ragging Undertakings were sought from all students at the time of admission. The submission of the document ensures the students’ commitment of compliance with the government’s policy of eradicating ragging. Students were also asked to fill Online Anti-Ragging Undertaking at the National Portal of UGC and GOI(www.anti-ragging.in and www.amanmovement.org) while filling up the online admission form of the college. UGC Guidelines on the Menace of Ragging and a Sample of Anti-ragging Undertaking Form was made available on the College Website for the facility of the students

Display of Posters:

Colorful and thought-provoking Posters regarding the menace of Ragging are displayed at various places with in the college campus and hostel to warn and sensitize the students about this evil

UGC’s & AICTE’s Rules & Regulations for Prevention and prohibition of Ragging in Educational Institutes The Hon’ble Supreme Court has, inter-alia, mentioned the following types of ragging: –

Ragging has several aspects with, among others, psychological, social, political, economic, cultural, and academic dimensions.
Any act that prevents, disrupts or disturbs the regular academic activity of a student should be considered within the academics related aspect of ragging; similarly, exploiting the services of a junior student for completing the academic tasks assigned to an individual or a group of seniors is also an aspect of academics related ragging prevalent in many institutions, particularly in the technical institutions.
Any act of financial extortion or forceful expenditure burden put on a junior student by senior students should be considered an aspect of ragging for ragging economic dimensions.
Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestured, causing bodily harm or any other danger to health or person can be put in the category of ragging with criminal dimensions.
Any act or abuse by spoken words, emails, snail-mails, blogs, public insults should be considered with in the psychological aspects of ragging. This aspect would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to others; the absence of preparing ‘freshers’ in the run up to their admission to higher education and life in hostels also can be ascribed as a psychological aspect of ragging – coping skills in interaction with seniors or strangers can be imparted by parents as well. Any act that affects the mental health and self- confidence of students also can be described in terms of the psychological aspects of ragging.

The human rights perspective of ragging involves the injury caused to the fundamental right to human dignity through humiliation heaped on junior students by seniors; often resulting in the extreme step of suicide by the victims.

Actions to be taken against students for indulging and abetting in Ragging in technical institutions Universities including Deemed to be University imparting technical education:

The punishment to be meted out to the persons indulged in ragging has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents. The students who are found to be indulged in ragging should be debarred from taking admission in any technical institution in India.
Every single incident of ragging a First Information Report (FIR) must be filed without exception by the institutional authorities with the local police authorities.
Depending upon the nature and gravity of the offence as established by the AntiRagging Committee of the institution, the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following.

(i) Cancellation of admission

(ii) Suspension from attending classes

(iii) Withholding/withdrawing scholarship/fellowship and other benefits

(iv) Debarring from appearing in any test/examination or other evaluation process

(v) Withholding results

(vi) Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.

(vii) Suspension/expulsion from the hostel

(viii) Rustication from the institution for period ranging from 1 to 4 semesters

(ix) Expulsion from the institution and consequent debarring from admission to any other institution.

(x) Fine of Rupees 25,000/-

(xi) Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers.

The institutional authority shall intimate the incidents of ragging occurred in their premises along with actions taken to the Council immediately after occurrence of such incident and inform the status of the case from time to time.
Courts should make an effort to ensure that cases involving ragging are taken up on priority basis to send the correct message that ragging is not only to be discouraged but also to be dealt with sternness.
