About the Cell

The Schedule Caste/Schedule Tribe (SC/ST) Cell of Ganesar College of Arts and Science functions for the welfare of the SC/ST students, members of the staff and faculty of College. The cell functions for effective implementation of the policies in affairs related to student admissions, teaching and administrative staffs’ appointments.

It is interested in follow measures for achieving the objectives of higher education and in continuous monitoring and evaluating the targets laid down related to SC/ST affairs by the Govt. of India and Govt. of Tamil Nadu.The cell is to monitor the guidelines issued by the UGC, Government of India and Government of Tamilnadu of reservation policies and to implement the same in the college. It focuses on the students’ admissions in the courses offered, accommodation in hostels, allotment of residential quarters and appointment of the teaching and administrative staffs’ positions at all levels.

Indian Constitutional Privileges : Legislation for SCs/STs

The Protection of Civil Rights Act 1955 (earlier Untouchability Offences Act, 1955), which is in force since 1976, provides penalties for preventing any person on grounds of untouchability, from enjoying the rights. The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act of 1989/Registered No. DL-(N) 04/0007/2003-14, Amendment ordinance specifies the offences which are considered as atrocities and provides deterrent punishments.

Comprehensive rules prepared under this Act provide relief and preventive rehabilitation measures to the affected persons. By virtue of the Constitution (65th Amendment) Act of 1990, the Special Post under Article 338 of the Constitution has been substituted by the National Commission for Scheduled Castes and Scheduled Tribes, mainly to investigate and monitor all matters relating to the safety of SCs/STs. Functions and Activities

The SC/ST Cell was established in the college to co-ordinate with the college authorities in the implementation of the various policies and programmes launched by the State Government and the UGC for the benefit of the SC/ST students and employees. It also undertakes the activities to develop awareness among the SC/ST students especially from the rural areas about the role of college in higher education avenues. The members of the staff in the cell are actively engaged in coordinating and solving the problems in matters of admissions/appointments and resources utilization in the college. 

 

They also announce details of government scholarships and fellowships through circulars to the SC/ST students. The Cell concentrates on the implementation of the rules of reservation in student’s admission and appointments in teaching and non-teaching position as well as monitoring the prevention of atrocities against the laid down groups. The cell aims at providing educational opportunities to those, who are economically and socially deprived, in the higher education institution.
